- Accompanying note: "When Governor Bryant declared basement of the capitol building an official Civil Defense fallout shelter to accommodate 260 persons, the U.S. government lost little time getting in survival supplies. Tallahassee city engineer Thomas P. Smith, right, adds extra chlorine to plastic bag which will hold 18 gallons of drinking water, enough for five persons for 14 days. Filled barrels will be stored along with food, medicine and sanitary supplies. At left is Hal Miller, field operation officer of Region 3, Civil Defense, Thomasville, Ga."
