General Note
The Board initiated a midwife licensing program in 1931 to reduce infant mortality and to promote maternal and child health.
Accompanying note: "Midwives photographs - with captions from J. Graves photo book"
"Has delivered his last wife of most of their 14 children. His last wife 'went in' October '32, and died one month after delivery. Baby died at 6 weeks. This 72 year old colored man was called in to deliver a white woman latter part of '32. An internal examination was made. Baby died supposedly of tetanus on the 8th day."
