General Note
The Board initiated a midwife licensing program in 1931 to reduce infant mortality and to promote maternal and child health.
"When joked by the younger women about wearing the big bow or ribbon in her hair, she explained that her husband who was dead had given her that ribbon seven years ago and that she kept it for 'high dress.'"
"Attended a delivery on Saturday. The following Sunday she walked ten miles with suitcase and midwife bag to meet the bus in order to attend the institute."
