The Board initiated a midwife licensing program in 1931 to reduce infant mortality and to promote maternal and child health.
L-R: partially visible Dr. H. Mason Smith, Dr. Henry Hanson (state health officer) and Governor Carlton.
Accompanying note: "During this demonstration a white and a col. home was screened, a pump and a sant. toilet were installed, free by the S.B.H. [sbh0139]".
