The Board initiated a midwife licensing program in 1931 to reduce infant mortality and to promote maternal and child health.
Accompanying note: "Gov. Carlton on step and Dr. Hanson behind him [at the left, behind Hanson is Dr. H. Mason Smith]."
"During this demonstration a white and a col. home was screened, a pump and a sant. toilet were installed, free by the S.B.H. [sbh0139]".
