The Board initiated a midwife licensing program in 1931 to reduce infant mortality and to promote maternal and child health.
Accompanying note: "Dr. H. Mason Smith, Dr. Henry Hanson, State H.O., and Gov. Doyle Carlton, at the 'Health Circus'. During this demonstration a white and a col. home was screened, a pump and a sant. toilet were installed, free by the S.B.H."
