The Board initiated a midwife licensing program in 1931 to reduce infant mortality and to promote maternal and child health.
The taller midwife had her license revoked after supposedly treating women for "body trouble" with a vaginal packing made with U.S. Marine tobacco.
Accompanying note: "Leon County, at Tampa and Tallahassee Midwife Institutes, etc."
