General Note
In 1931 the Board initiated a midwife licensing program to reduce infant mortality and to promote maternal and child health.
Accompanying note: "This colored mother had had 6 consecutive stillbirths. Visited by Public Health Nurse about the 5th month of her 7th pregnancy, when she had symptoms of premature labor. Referred to her Dr., and after blood tests and treatments she reached full term and was delivered of 'de two twin.'"
