General Note
In 1931 the Board initiated a midwife licensing program to reduce infant mortality and to promote maternal and child health.
Accompanying note: "These twins weighed 8 1/2 lbs each at 6 weeks old. The mother had no milk for them. They were given the undiluted and unboiled cows milk from birth to 6 weeks. They looked like skeletons & could scarcely be heard when they cried. Gained rapidly after the Drs. formula."
