Accompanying note: "Rep. Osee Fagan, of Alachua County, left, major sponsor of a House redistricting plan of 46 senators, 135 representatives, which was rammed through the House today and broke the reapportionment deadlock which has snarled the House since last Friday. Fagan is discussing the bill with Rep. Wm. V. Chappell, Jr., of Marion County, who did considerable leg work of the floor mustering votes to get the plan passed. Senate had passed their 46 member plan last week. Vote on the House approved plan was 73-22."
