Accompanying note: "Governor Kirk confronted H. Rap Brown, black power agitator, at a Negro rally in Jacksonville. Reporters at the scene disagreed on which side won the crowd. The UPI reporter said Kirk turned 'fears of racial violence into a first class publicity soup' and plunged into the delighted crowd smiling and shaking hands. The AP reporter said the Governor was applauded and cheered when he arrived but was booed lustily when he picked up the microphone to address the crowd. Kirk was brushed off by Brown who refused to shake hands and tried to incite violence."
