Accompanying note: "Beginning in 1927 Frank B. Butler began to buy land on the island. He slowly developed the land into a resort area for African Americans. The only beach they were allowed to use between Jacksonville and Daytona Beach. He opened the Sea Breeze Kaseno in 1937. He operated Butler's Inn and beginning in 1948 sold lots and built homes. By then there were at least 11 black businesses in the resort area."
