WELFARE The entire welfare program was financed by the Federal Government. This even includes travel expenses for supervisory personnel in Jacksonville that make periodic trips to the Miami area. FLORIDA INDUSTRIAL COMMISSION Attached is a statement prepared by Mr.Harry Van Brunt concerning the role of the Industrial Commission in the Cuban refugee problem. You will note at this time the Industrial Commission is not directly participating. Mr Van Brunt makes an interesting comment concerning the matter of labor displacement.
