Hon. D.L. Yulee

Sir:

You are hereby appointed a commissioner to proceed to Washington to confer with the President of the United States touching the present unhappy condition of the State of Florida. You will assure His Excellency that it is the wish of the people to restore the relations which existed between the two Governments prior to the Ordinance of Secession, and they will at once proceed to take such steps and adopt such measures as may be best calculated to secure the object so much desired. You will further represent the general interests of the State in the fullest manner practicable and use your best endeavor to restore the relations which existed between the State and the United States prior to January 1861.

In testimony whereof I have hereunto set my official signature, and caused to be affixed the Great Seal of the State of Florida. Done at the Capitol in the city of Tallahassee, the 12th day of May A.D. 1865.
