Accompanying note: "Republican U. S. Sen. John Tower of Texas, on a whirlwind tour of Florida yesterday campaigning for GOP candidates, said any action President John F. Kennedy takes concerning Cuba 'is probably politically motivated.' Tower, speaking at the Tallahassee Municipal Airport in behalf of Ninth Congressional District GOP candidate Wilfred Varn and in behalf of GOP U.S. Senate candidate Emerson Rupert, met with the press about an hour before Kennedy's report to the nation."
