In the special referendum election, land on which African-American communities such as Smokey (or Smoky) Hollow stood were slated for "urban renewal" by the City of Tallahassee. After the referendum passed, the neighborhoods were slowly dismantled over the next several years. Note referendum reads, "Shall the provisions of Chapter 59-1908, Laws of Florida, Acts of 1959, the same being an act to provide for the rehabilitation, clearance and redevelopment of slums and blighted areas in the City of Tallahassee in accordance with urban renewal plans approved by the City Commission of said City and designated and cited as the 'Urban Renewal Law,' be certified."
Note the regular municipal election at bottom for city commission member was between Davis H. Atkinson and Joe Carrin.
