Biographical Note
Born in Havana, Cuba on July 15, 1952. Moved to the U.S. with family at age 8. Earned an Associate of Arts degree from Miami-Dade Community College in 1972, Bachelors and Masters Degree in Education from Florida International University in 1975 and 1985 respectively, and a Doctorate in Education from the University of Miami in 2004.
Member of the Florida House of Representatives, 1982-1986; member of the Florida state senate, 1986-1989; elected as a Republican to the One Hundred First Congress by special election to fill the vacancy caused by the death of United States Representative Claude D. Pepper; reelected to the eleven succeeding Congresses (August 29, 1989-present).
