He was born in Pickens County, Alabama on June 17, 1851 as the son of Jesse H. and Martha Caroline Prude Mabry. Educated at the University of Mississippi and law school in Lebanon, Tennessee. He practiced law in Tupelo, Mississippi and served as its Mayor for 2 years. Moved to Florida in 1879 for his health and settled in Leesburg. He was a partner in law with William A. Hocker for 10 years. He was elected to the Florida legislature in 1882 and became Lieutenant governor from 1885-1889.
Under the Constitutions of 1865 and 1868, Florida had an elected Lieutenant Governor who served as presiding officer of the Senate. This post was abolished with the 1885 constitution. Mabry served out his term even though the office had been abolished. He later was elected a justice of the Supreme Court from 1891-1903 serving as Chief Justice from 1895 to 1897.
