The Board initiated a midwife licensing program in 1931 to reduce infant mortality and to promote maternal and child health.
Accompanying note: "This enormous hand dug ditch in Taylor County drains a large pond where Anopheles Quadrimaculatus, the malaria mosquito, were found breeding. A small unscreened shack, in which several people lived, is adjacent to this pond and here the mosquitoes find their food supply - human blood."
