General Note
The Board initiated a midwife licensing program in 1931 to reduce infant mortality and to promote maternal and child health.
Accompanying note: "When La Belle was flooded many years ago, small boats were used in the streets and to get into streets and houses. The water was over waist deep in many places. A public health nurse is shown in the picture. Layettes were given needy cases by the womans club of Fort Myers delivered by the S.B.H. nurse. The river was over 40 feet deep and so the whole place was covered by water. There was danger for strangers who did not know where the river began."
"This bateau is over the sidewalk. The mother is standing on a chair as the water is over the first floor."
