In 1931 the Board initiated a midwife licensing program to reduce infant mortality and to promote maternal and child health.
Accompanying note: "On Sunday Sept. 16th, 1928, this [unidentified] man made 3 trips from Okeechobee City to Upthegrove Beach. 40 persons were saved. 2 small children were drowned during the first trip."
