In 1931 the Board initiated a midwife licensing program to reduce infant mortality and to promote maternal and child health.
Accompanying note: "1928-Hurricane This colored mother (delivered Sept. 16, 1928) was moved into the chimney of the Sugar Mill at Canal Point. She remained there until able to her people."
