Accompanying note: "W.A. Shands, left, of Gainesville has retired from the Florida State but his counsel still is sought by Senate leaders. Shands, who retired from active politics after serving as Senate President in 1957, is shown during a conference with Senate President Randolph Hodges. Although no longer a voting member of the Senate, Shands still is regarded as a potent force in shaping the policies of the Senate Majority Bloc."
