Accompanying note: "County Judge Kenneth Cooksey of Monticello gestures as he pleads unsuccessfully before a Senate transportation committee for an increase to 50 cents in the fee given county judges for selling driver licenses. The judges now get 25 cents per license. Judge Cooksey tried to put the fee increase in the two-year driver license bill endorsed by the committee. Listening at left is Sen. Wayne E. Ripley, of Jacksonville, a member of the committee."
