Biographical Note
Fred Cotten Elliot was a civil engineer, earning his degree from the Virginia Military Institute in 1901. He later became chief engineer in 1913 of the Everglades drainage project and served as director of the Trustees of the Internal Improvement Trust Fund from 1929 to 1958.
