Accompanying note: "Gordon T. Butler, of Jacksonville, executive secretary of the Florida League of Municipalities, tells the Senate Finance and Tax committee that the proposed tax increase on cigarettes should be used as an aid to municipalities. The committee didn't see it that way and went along with idea the counties should get the tax increase, which is from five to eight cents. While Butler talked three senators at left go into a huddle. They are, from left, Cliff Herrell, Miami Springs; Harry Stratton, Callahan; and G.W. Williams, Wauchula Springs. Lower right is Sen. Clyde Galloway, DeFuniak Springs."
