Graham failed to get traction and dropped out before the 2004 Iowa caucuses. He had been widely considered for vice president by the Democrats in 1984, 1988, 1992 and 2000 but never was chosen for the national ticket. Graham, who was governor of Florida 1979-87, was elected to the U.S. Senate in 1986 and retired in 2004. Earlier, he served in the Florida House and Senate."
