Lieutenant Johnie Green Coggins of the Tallahassee Police Department is shown inspecting a bicycle belonging to Lloyd Mitchell, a student at Caroline Brevard Elementary School. Lloyd was one of hundreds of Tallahassee youth having their bicycles inspected and licensed that week. The license tags were valid for the life of the bicycle as long as the bike remained in good working condition.
