Accompanying note: "Two women were rescued by police about noon today when their car was trapped in the high water at the railroad underpass on South Monroe street. The boat in the background was being brought in to help with the rescue attempt but two unidentified policemen waded in and carried the women out. Water was almost as high in many other areas of town as several sections of major streets were blocked."
