General Note
Born in 1868 in Milltown, Berien County, Georgia. In 1895 he was "appointed" a patrolman for the Tampa Police Dept. eventually becoming captain about 1903. Married Pauline Meeks on July 14, 1904. He was fatally shot on May 29, 1905 by Philander W. Knapp when he responded to a call from a young woman about abuse by her step-father. Captain Carter died on June 2, 1905. His name is inscribed on the National Law Enforcement Memorial in Washington, D.C. (West Wall, Panel 22, Line 19).
