Accompanying note "Attorney General Bob Butterworth holds up a "Closed To The Public" sign during a Monday news conference at which he recommended the legislature review the authority of the state Board of Professional Land Surveyors which he tagged a "runaway" board. Butterworth claims the board overstepped its authority in making a rule which transfers river bed and lake bottom ownership from public to private."
