An act passed Florida's Territorial Legislative Council and approved by Acting Governor William M. McCarty on January 19, 1828. The act effectively establishes an elaborate slave code for Florida, regulating the introduction of slaves into the territory, a definition of a slave, punishments of both slaves and free people of color, licensing for free people of color, slaves with firearms, slaves buying or selling independently of their masters, and runaway slaves.
