Letter from leaders of the Maddox Foundry & Machine Works in Archer, Florida to Governor Spessard Holland, commending him on his endorsement of Governor Frank M. Dixon's stance on President Franklin D. Roosevelt's Executive Order 8802. The order, signed by Roosevelt on June 25, 1941 to prevent racial discrimination in the nation's defense industries during World War II. The writers of this letter declare that the people of the South will never "submit" to coexisting on terms of equality with African Americans (here termed Negroes).

Letter from Mayor Mike Yargates and the City Commissioners of Delray Beach in Palm Beach County, asking the governor to consider using state funds to purchase a minimum of 500 feet of beach frontage with which to build a segregated beach facility for African Americans. There had been, according to the city officials, an "effort of the negroes of our near communities to invade the Municipal Beach," and they believed the problem could be resolved if a separate and comparable facility was set aside by the state. The commissioners also thank Governor Collins for sending agents from his office to meet with them regarding the difficulties of integration.

Wright attaches several documents to the communication, including a copy of a newspaper article describing how another Giants farm club had handled the issue of segregation, a copy of a statement Wright made to the city commission regarding the Giants' proposed project in DeLand, a copy of the deed for the land where the Giants' project would be located, and the cover page where a city zoning ordinance was to be attached.

Following an attempt by African American citizens of Delray Beach to integrate the municipal beaches, four members of the city commission voted to remove the African American section of Delray Beach from the boundaries of the municipality, despite the fact that those neighborhoods were actually surrounded by other parts of the city. Strong describes the political situation in detail and asks Collins to veto any effort to exclude the African American neighborhoods from the limits of Delray Beach.
