  • One digital audio tape (DAT). Harris announced all winners. Martin served as the emcee. Winners of the 1999 Florida Folk Heritage Awards were long-time festival worker Barbara Beauchamp, blues pianist Willie James, Irish fiddler Edward Keeney, and fiddle maker Clayton Raulerson (Laura Ogden accepted the award for Raulerson.) Based on recommendations from the Florida Folklife Council, the Secretary of State confers Florida Folk Heritage Awards annually. The awards are given to outstanding folk artists and folk culture advocates who have made long-standing contributions to the folk cultural resources of the state. Established in 1985, the program parallels the National Heritage Fellowships. The Florida State Fiddle Contest was held each year at the Festival on Saturdays (the stages varied from year to year). The winners were announced on the Main Stage that evening. Winners of the Founders of the Florida Folk Festivals for 1999 included Aubrey Fowler, John McCormick, Virginia Chandler, and J. L. McMullen.
