"Conceived in the imaginations of a few Palatka dreamers, initiated by the municipality of Palatka, advanced through the use of FERA labor and brought to fruition by [civil] works appropriations of materials and men. The largest single collection of azaleas in the world, 95,000 including 64 of the known 72 varieties, all that will live in an outdoor climate, are contained in these gardens with shades ranging from a pure white to a deep crimson."
