Accompanying note: "Samuel J. Perry, first superintendent of schools, elected when he was 75 years old. Colonel Sam was also a judge, surveyor, postmaster during War Between the States. Had his son, William, print "first" provisional postage stamp used until the Confederate States Postal System was established. 7th Madison Postmaster (1861-1866)."
