Tom Moore is on the right. An accompanying letter addressed to Governor Fuller Warren (1949-1953) dated April 7, 1952 says, "That guy, Tom Moore, just can't be outdone. After you presented him with his commission, he had three stars painted on his front license plate, and boasted that he was the Admiral of the Florida Fleet and that only the Governor and the Attorney General could arrest him while in Florida."
