If you’re looking east, you’re not looking down Franklin Street, which runs north and south. Unless you’re possibly standing on the corner of Franklin and Polk and looking east down Polk from Franklin. I believe Polk has a train line down the center. Take a look at Google Maps.
Also, that would be Theodore Roosevelt in the glasses on the far right?
