ARTICLE XI.
Public Domain and Internal Improvement. Section 1. It shall be the duty of the General Assembly to provide for
the Section 2. A liberal system of Internal Improvements being essential
to the development of the resources of the State, shall be encouraged by the
government of this State; and it shall be the duty of the General Assembly, as
soon as practicable, to ascertain by law proper objects for the extension of
Internal Improvements, in relation to roads, canals and navigable streams, and
to provide for a suitable application of such funds as may have been, or may
hereafter be appropriated by said General Assembly for such improvements.
Section 3. That the General Assembly may at any time cede to the United State Government a sufficient parcel or fraction of land for the purpose of coast defense and other national purposes.
